Provincial Nomination

How the Provincial Nominee Program works, how to apply online and how to apply on paper.

What is Provincial Nomination?

This program is for applicants who:

Have the skills, education and work experience to help the economy of a particular province or territory.

They want to live in that province and obtain permanent residence in Canada.

Each province has its requirements. For example, in a program, provinces and territories might target students, investors, skilled workers, semi-skilled workers.

How you apply depends on the provincial nomination program you are applying for. You may need to apply using the paper process or through the online process via Express Entry.

As part of the process, you must undergo a medical examination and receive a certificate of no criminal record. Everyone must have these certificates, no matter where they live in Canada.

Paper-based process

You are applying to a province or territory for a non-Express Entry program.

You must meet the provincial requirements that nominate you.

After applying, you submit an online application for permanent residence to Immigration, Refugees and Citizenship Canada.

You must have a medical examination and a police certificate. Everyone should have these certificates, no matter where you live in Canada.

Request processing time is longer than Express Entry.

Express Entry Process

In the online express entry process, there are two ways to request:

  • You will contact the province or region and apply for a nomination under an Express Entry stream.

If the province or territory agrees to nominate you, you will create an Express Entry file (or if you already have, you will update it) and indicate that you have been nominated.

  • Or you create an express entry file and show your favourite provinces and territories.

If a province or territory sends you a “Notice of Interest” to your account, you will contact them directly.

You apply for their Express Entry program, and if you are nominated, the province will offer it to you through your account and you will accept it electronically.

In both cases:

  • You must be eligible for a province or territory.
  • You must submit an Express Entry file and show that you meet the minimum Express Entry requirements, including eligibility for one of the immigration programs in Express Entry.
  • If you are invited to apply, you will send an electronic request to the IRCC.
